Fulton police: Missing woman arrested in Illinois FULTON, Mo. (KMIZ) A woman who law enforcement believed may have been the victim of a kidnapping in Fulton, Missouri, has been arrested in Illinois. Watch the replay of the Fulton police press conference in the player below. According to a news release from the Fulton Police Department, Tori Taylor, 25, made contact with her family Tuesday night. It was the first known contact from Taylor since April 20. On April 26, Fulton police responded to a possible kidnapping involving three men pulling a woman into a car in the 500 block of 10th Street. The potential victim was described as 5 3 with a thin build and short brown hair.

Fulton woman charged with tampering with a motor vehicle

Fulton Police originally believed Taylor was a victim of kidnapping. According to a probable cause statement, a friend of Taylor s, Gregory Martin, informed dispatch that he let Taylor borrow his vehicle on the evening of April 21 and that she was supposed to return it that night. Martin said Taylor asked to borrow the car to move some of her things and that she said she would be back within an hour or hour and a half. Martin agreed and gave her the keys. Taylor did not show up with his vehicle. He said he messaged her on Facebook multiple times. Taylor replied and said she was on her way back but then ultimately stopped messaging him, the probable cause statement said.
